Meacham International to Embark on Major Redevelopment Project (FTW)

Meacham International Airport (KFTW) is one of our airport subscribers and thus was the subject of an extensive article in this newsletter back in November, 2017. (Read it here)  In that article we described the history of the airport as well as its current state of operations, on-field businesses, management structure of the Fort Worth Aviation System, and the significant economic impact Meacham contributes to the region. The highlight was the December 2016 completion of the airport's most recent capital improvement project which was the construction of the new Administration Building, with its spectacular atrium art installation of hundreds of pieces of sheet steel cut in the shape of little airplanes and illuminated by color-changing LEDs. 

In this article we are happy to tell you that exciting times are about to happen again as Meacham is set to begin a major redevelopment project about a year ahead of schedule.

Originally slated for a summer 2019 start, the Mid-Field Development project was moved up when discretionary funds from the Federal Aviation Administration (FAA) became available sooner than anticipated.

The project area, much of which is visible in the upper photo above, encompasses approximately 30 acres on the east side of the field. The first phase is due to commence in late summer or fall with the removal of a portion of closed runway and the realignment and construction of two new taxilanes. It also includes the construction of new roads and ramp areas, as well as the installation of utilities including water and sewer lines, electrical, and fiber. A diagram of the redevelopment plan is shown in the lower photo above.

Financing of the pavement removal, reconstruction, and utility installations will be through a combination of the FAA discretionary grant and City of Fort Worth funds. Construction will be performed by the Texas Department of Transportation.

Following placement of the infrastructure, an estimated 650,000 square feet of hangar space, able to accommodate an estimated 150 additional based aircraft, will be built during the second phase. For this, airport management will be actively seeking development partners starting with the issuance of RFPs in late- 2018 and early- 2019. The primary focus will be on aeronautical tenants including aviation and aerospace businesses, charter operators, MROs, and others.

In a recent conversation with HangarNetwork, Mr. Jeff Kloska, A.A.E., Assistant Aviation System Director and Manager of Meacham International, said, "We're really very excited because this project represents the next chapter in the evolution of Meacham, and the priority is to make the most efficient use of the existing space. The removal of the old, failed pavement will create the space for a substantial area of new infrastructure, and the development of hangars, offices, and shop space in this space will go a long way to help secure the future of Meacham International Airport."

Despite Last-Minute Shenanigans, House Passes Long-Term FAA Reauthorization
On April 23, in what can only be described as an underhanded attempt to give away the nation's air traffic control (ATC) system to private interests, House Transportation & Infrastructure Committee Chairman Bill Shuster (R-PA) quietly submitted a last-minute amendment to the FAA Reauthorization bill, H.R. 4. The amendment provided for the creation of an advisory council that would have effectively controlled ATC, and was nothing more than a thinly-veiled means of giving the airlines control of ATC.

The tactic was roundly criticized by business and general aviation groups including NBAA, AOPA, EAA, and numerous others. After learning the text of the "manager's amendment" offered up by Shuster, an eruption of late-evening email campaigns and telephone calls gave voice once again to its opposition and the amendment was withdrawn.

You may recall that several months ago Sen. Shuster announced his retirement from Congress, effective at the end of his present term. He had also previously stated he was ending his numerous attempts to remove ATC from under the control of the FAA. We've been tracking this story for nearly three years and have described the reasons behind the widespread opposition to so-called privatization in terms of it not being the correct approach to "fixing" the FAA.

It is unfortunate that despite such opposition, and knowing it would likely be defeated had it come to a vote, Sen. Shuster still resorted to such a tactic to make an end-run around the wishes of a vast majority of the industry and by doing so, his standing has been diminished, in this author's humble opinion.

To be sure, H.R. 4 was in fact heavily amended: out of 116 amendments initially offered, 105 were eventually adopted. For those interested in more information on the amendments and activities surrounding the House vote on H.R. 4, follow the link below to the Eno Transportation Weekly article by Jeff Davis. It is enlightening, to say the least, if one is not entirely savvy about political machinations.

After more than two years of wrangling over ATC privatization and other issues, on April 27 the House of Representatives passed H.R. 4 by a vote of 393-13. The bipartisan vote reauthorizes funding for the FAA for the next five and a half years.

Aviation groups welcomed the news: AOPA President Mark Baker said, "We have more work to do but this is a good day for general aviation, and I am proud of our AOPA members and the entire general aviation community for working together and speaking with one voice. Our voices were heard and now we can move forward to improve our aviation system."

"We are pleased to see this legislation pass the House," said NBAA President and CEO Ed Bolen. "While the bill is not perfect, a long-term reauthorization is critical to advancing our shared priorities. Equally important, this bipartisan bill will modernize, not privatize air traffic control. We are grateful that members of Congress heard their constituents' concerns about ATC privatization, and reflected those concerns in bringing this legislation to final passage."

The Senate has its own FAA reauthorization bill, S. 1405, which does not include any ATC privatization language. It will likely be considered soon, perhaps as early as this month. It is expected that between the two bills, the FAA and the aviation industry can be assured of long-term funding stability and proceed more confidently with its NextGen modernization program.
