Atlantic Aviation Revamping their Network
Atlantic Aviation has over 60 locations around the U.S. that include aircraft maintenance facilities. Over the last several months, Atlantic has proven their commitment to grow their real estate portfolio.

Last month, Atlantic announced it is breaking ground on a huge redevelopment of its FBO in Portland, Oregon. This project will consist of a new 12,000 square foot terminal building with two 30,000 square foot hangars to include shop and office space, a 5,000 square foot ground support building, and a 90,000 gallon Jet A fuel farm. The Portland station has a support facility that is run by Atlantic's maintenance division, Flightcraft. This new development will be east of the existing FBO. The project is expected to cost approximately $25 million and is expected to be completed by February 2016. Atlantic's CEO Lou Pepper stated, "This project exemplifies Atlantic's continuing commitment to reinvesting in our infrastructure."

In January, Atlantic acquired Premier Jets FBO at McClellan-Palomar Airport (KCRQ) in Carlsbad, CA. This facility has 131,000 square feet of hangar space and over 60,000 square feet of office space, and sits on 15 acres. With this addition, Atlantic now has 10 locations in California.

Last December, Atlantic also expanded their network at the Salt Lake City International airport, where they plan to invest approximately $25.5 million in the development of a new, state-of-the-art general aviation terminal, additional hangars, a new fuel farm, and other improvements.

Rocky Mountain Metropolitan Airport KBJC



This month we report on what's been happening just up the road a piece at Rocky Mountain Metropolitan Airport (KBJC), in Broomfield, Colorado. (Full disclosure: this author completed primary flight training at a school on the field and is familiar with many of the operators)

Known as Jeffco (Jefferson County) Airport until its name was changed in October 2006, Metro Airport is owned and operated by Jefferson County and is classified as a reliever airport in the National Plan of Integrated Airport Systems. It is home to several corporate flight departments including Ball Corporation, Leprino Foods, Level 3 Communications, and Quiznos.

Also on the field are several flight schools (both fixed- and rotary-wing), FBOs, charter services, maintenance and avionics shops, and the U.S. headquarters of Pilatus Business Aircraft. There is a large, diverse, and close-knit general aviation community, with about 350 based aircraft on the field as of September 2015 including a number of well-known air show performers such as the Rocky Mountain Renegades, two P-51 Mustangs, a T-33 painted in the U.S. Air Force Thunderbird scheme, and a Mig-17 owned and flown by the late Col. Jack Wilhite (USAF Ret.), who is in the Colorado Aviation Historical Society Hall of Fame.

Sitting on about 1800 acres atop a high ground with spectacular views of both metro Denver and the Rocky Mountains, the airport is notorious among locals for wild, windy days that test pilots of all skill levels. However, despite the occasionally challenging wind, in terms of economic output BJC ranks second in the state among general aviation airports and sixth overall including all commercial airports, whose number include the behemoth that is Denver International (KDEN).

Airport Director Bryan Johnson recently took some time from his busy schedule to sit down and fill us in on the ongoing development and future plans for the airport.

With between 130,000 - 140,000 operations projected for 2016, the total economic impact of the airport is $461 million, comprised of 2,670 jobs with annual payrolls of $154 million, based on a 2013 Economic Impact Study performed by the Colorado Department of Transportation Aeronautics Division (CDOT Aeronautics).

The past six years have seen Metro Airport undergo a number of modernization and development projects, some of which are still under way. Finished projects include the rehabilitation of the main runway 11L/29R and the expansion of its safety area, as well as the construction of a new $23 million state-of-the-art air traffic control tower. The runway safety area expansion involved the relocation of a state highway and an intersection serving the Interlocken Business Park, both of which previously were within the safety area. In addition, all airport runways have been re-designated due to a change in their magnetic azimuths.

Of the land development projects involving airport property, one of the largest is the Verve Innovation Park. This project involved the sale of about 450 acres of airport land in its southwest corner. Due to it being airport property, there was some question about the propriety of its use for such a development. However, after an exploration of the circumstances surrounding the land, the FAA ruled affirmatively on its release for the project, primarily due to its unsuitability for aviation purposes because of significant elevation differences from the rest of the airport environment. The entire 600-plus acre Verve project encompasses non-airport property as well, and is in the early stages of development. Designed and zoned to accommodate commercial, office, and light industrial uses, the site will be anchored by FedEx Ground, which has begun construction on a 225,000 square foot cargo handling facility.

To the east of and adjacent to Verve, Pilatus Business Aircraft is slated to build a new aircraft completions center. The project's Environmental Assessment has been accepted, and construction is due to begin in the summer of 2016. With its U.S. Headquarters already on the field, the completions center will eventually add 40 jobs, bringing its total complement to about 120 while significantly adding to the commitment of Pilatus as a major player at Metro Airport and the surrounding community.

Additional development is set to take place on non-aviation airport property on the eastern end of BJC, where ground leases have been executed with 7-11 and Arby's. The 7-11 deal is significant because that company has always had a strict policy of purchasing the land for their stores. They anticipate that location being operational by the end of 2016. Mr. Johnson told us he is seeking further development interest from various entities including hotels, groceries, and additional fast food shops.

Mr. Johnson mentioned that one of the more recent enticements for businesses locating aircraft and offices on the airport is the establishment of an Economic Enterprise Zone, which provides significant tax incentives to businesses within the zone for basing aircraft. These incentives will cut sales and registration taxes by about a quarter of a percent which, for a $2 to $3 million aircraft is a good-sized savings.

In February 2016, CDOT Aeronautics generated some excitement when it released its General Aviation Airport Sustainability Program. The program was developed over a period of about two years and is the result of a partnership between the Division and the FAA. It provides a set of tools and guidelines to assist airports statewide in assessing their needs to attain the goals of balancing economic, social, and environmental pressures while still meeting their operational needs.

Mr. Johnson explained that at BJC, several areas are planned to take advantage of the sustainability program. The first of these is likely to be the conversion of airport support vehicles to utilize compressed natural gas (CNG) as fuel. Initially intended for airport use only, the overall idea is to plan and site a fueling facility such that it could be made available to the general public at some future date. Completion of such a facility would add revenue to the airport's coffers and, although the magnitude of such revenue is currently unknown it does present an attractive option to make the plan viable.

Additional realms of sustainability integration include: 1) Solar. Studies and preliminary planning are under way for placing a solar panel array on unusable acreage of the airfield south of the runways and east of the control tower. Discussions are taking place with Xcel Energy to develop an agreement for various sizes of arrays, what they would cost, and what the airport would realize in new revenue. 2) Electric Vehicle Charging Stations. Similar studies are being done with regard to their cost and placement.

The state's GA Airport Sustainability Program is being seamlessly integrated into the existing airport data reporting system known as WIMS - Web-based Information Management System. WIMS makes it very easy for airports to submit data to assess strengths and weaknesses, and to identify airports and areas where sustainability initiatives may be applied for the benefit of the airport.

Cape Girardeau Regional Airport Hangar KCGI

The City of Cape Girardeau is trying to fill the 52,000 SF hangar that once housed Commander Premiere Airport Corp. Commander Premiere was evicted in 2011 and they moved out in 2014, leaving the airport with a large hangar and no tenant.

The facility currently is storing airplanes and other materials while the airport continues to look for other uses.

Airport officials are speaking with an aviation-related commercial real estate broker but they are still marketing the property aggressively. A lease option is available but the airport would prefer to sell the facility.
